Native Ethereum Delegation (NED): Protocol-Routed Delegation

Abstract Ethereum already has delegation economically, but the protocol does not provide a neutral native delegation primitive. Capital therefore tends to reach consensus through staking providers, LST protocols, custodians and other intermediaries that also influence validator selection.
