[ARFC] Aave Governance Emergency Guardian: Signer Rotation

Aave Labs has submitted an ARFC proposing to rotate the signer set of the Aave Governance Emergency Guardian while retaining the existing 5-of-9 threshold, Safe addresses, and governance permissions unchanged. The rotation aims to reflect the DAO's evolved stakeholder landscape, maintain a reachable quorum, and improve operational resilience, with signers disclosed only by onchain addresses to reduce risks such as phishing and social engineering. Next steps include gathering community feedback, proceeding to a Snapshot vote if sentiment is favorable, confirming signer operational readiness, and publishing a chain-by-chain execution manifest before executing the rotations.
