[ARFC] Onboard PAXGy to Aave V4 Global Dollar Hub

An ARFC proposal seeks to onboard PAXGy, a vault share token issued by Paxos Labs, to the Global Dollar Hub on the Aave V4 Ethereum instance. Holders deposit PAXG into the vault and receive PAXGy shares that redeem for a growing amount of PAXG over time, extending the hub's gold exposure into a yield-bearing form alongside its existing PAXG listing. Final risk parameters will be determined by Risk Service Providers, and if ARFC feedback is positive the proposal will proceed to Snapshot and execution via the V4 Security Council.
